1. Le Ministre des affaires étrangères, de l’intégration régionale et des Togolais de l’extérieur, S.E. Prof. Robert DUSSEY, a présidé, ce lundi 13 septembre 2021, la deuxième réunion virtuelle du Haut Comité de la « Décennie des racines africaines et de la diaspora africaine » après celle inaugurale du 10 juin 2021.

2. Dans son propos introductif, le Ministre DUSSEY a exhorté les membres du Haut Comité à la célérité dans la mise en œuvre de la Décision de la Conférence des Chefs d’Etat et de Gouvernement relative à l’Agenda 2021-2031 de la « décennie des racines africaines et de la diaspora africaine ». L’enjeu, a souligné le Ministre, c’est d’ « aller vite afin de répondre le plus rapidement possible aux aspirations des diasporas africaines et d’optimiser leurs contributions aussi bien au développement des pays pris individuellement qu’à la réalisation des objectifs de l’Agenda 2063 de l’Union africaine ».

3. La rencontre a permis aux membres du Haut Comité de discuter des principaux axes de travail, des projets à inscrire à l’agenda et des mécanismes de financement des différentes initiatives et activités de la « Décennie des racines africaines et de la diaspora africaine ». A ce titre, les participants ont unanimement salué l’annonce par le Ministre des affaires étrangères du Royaume du Maroc de la décision de son gouvernement de soutenir les activités de la décennie par une enveloppe de 200.000 US dollars.

4. La réunion a été l’occasion pour les participants de convenir des actions à mener à court et moyen terme afin de rendre le processus beaucoup plus inclusif notamment par l’implication des communautés afrodescendantes des Amériques, du Pacifique, des Antilles et des Caraïbes ainsi que des acteurs non étatiques.

5. La réunion a également demandé à la Commission de l’Union africaine, dans la perspective de la prochaine rencontre, de préparer une note conceptuelle reprenant les projets et initiatives en cours sur le continent ainsi que la liste des organisations les plus représentatives de la diaspora africaine et des communautés afrodescendantes.

6. Félicitant le Togo pour l’organisation de cette importante réunion, les participants ont réaffirmé leur engagement et leur disponibilité à accompagner le Togo et la Commission de l’Union africaine dans la mise en œuvre de l’Agenda de la Décennie.

7. Ont pris part à cette réunion, par ordre alphabétique des pays : Afrique du Sud,  Algérie, Angola, Gambie, Ghana, Maroc, Namibie, Tanzanie, Tunisie et Togo. La Commission de l’Union africaine a été représentée par la Vice-Présidente.

In his introductory remarks, Minister DUSSEY urged the members of the High Committee to speed up the implementation of the Decision of the Conference of Heads of State and Government relating to the 2021-2031 Agenda of the “ decade of African roots and the African diaspora ”. 3. The meeting enabled members of the High Committee to discuss the main lines of work, projects to be included in the agenda and funding mechanisms for the various initiatives and activities of the “Decade of African Roots and the African Diaspora”. As such, the participants unanimously welcomed the announcement by the Minister of Foreign Affairs of the Kingdom of Morocco of his government's decision to support the activities of the decade with an envelope of US $ 200,000.

4. The meeting was an opportunity for the participants to agree on actions to be taken in the short and medium term in order to make the process much more inclusive, in particular through the involvement of Afro-descendant communities in the Americas, the Pacific, the Antilles and the Caribbean. as well as non-state actors.

5. The meeting also requested the African Union Commission, with a view to the next meeting, to prepare a concept note listing the projects and initiatives underway on the continent as well as the list of the most representative organizations of the continent. African diaspora and Afro-descendant communities.

6. Congratulating Togo for the organization of this important meeting, the participants reaffirmed their commitment and their availability to support Togo and the African Union Commission in the implementation of the Agenda for the Decade.

7. The meeting took part, in alphabetical order of the countries: South Africa, Algeria, Angola, Gambia, Ghana, Morocco, Namibia, Tanzania, Tunisia and Togo. The African Union Commission was represented by the Vice-President.
