Robert DUSSEY reçu en audience par S.E.M Ebrahim Raisi, Président d'Iran - 24/01/2022

Dans le cadre du renforcement des relations d’amitié et de coopération qui existent entre la République Togolaise et la République Islamique d’Iran, et à l’invitation de son homologue iranien, S.E. Dr. Hossein AMIRABDOLLAHIYAN, ministre des affaires étrangères d’Iran, SE Prof. Robert DUSSEY, ministre des affaires étrangères, de l’intégration régionale et des Togolais de l’extérieur a effectué une visite de travail à Téhéran du 23 au 26 janvier 2022.

Au cours de cette visite qui marque la volonté des Chefs d’Etats S.E.M. Faure Essozimna GNASSINGBE, Président de la République Togolaise et S.E.M. Ebrahim RAÏSSI, Président de la République Islamique d’Iran, d’approfondir, de diversifier davantage et d’actualiser leur coopération en vue de mieux l’adapter aux besoins réels de leurs deux pays, Prof. Robert DUSSEY a été reçu en audience par le Président de la République Islamique d’Iran.

Il a également eu une séance de travail avec son homologue iranien S.E. Dr. Hossein AMIRABDOLLAHIYAN. Au cours des travaux marqués par une atmosphère emprunte de cordialité et d’ouverture, les deux parties ont abordé des questions liées aussi bien à leur coopération dans les domaines de l’énergie, de la santé, des mines, de l’agriculture, des infrastructures et des investissements, qu’au contexte international.

Dans le domaine de la santé, les deux parties se sont engagées à échanger leurs expériences dans le cadre de programmes de formation et d’échanges professionnels. Elles entendent également approfondir les discussions au niveau technique en vue d’établir un partenariat dans le domaine pharmaceutique. A ce sujet, elles ont évoqué la possibilité d’installation d’usines pharmaceutiques iraniennes au Togo, dans le cadre de la Plateforme Industrielle d’Adéticopé.

Concernant le secteur des énergies, l’Iran s’est engagé à appuyer le Togo dans la mise en œuvre de sa stratégie d’électrification qui vise un taux de couverture électrique de l’ensemble du territoire national de 100% à l’horizon 2050. Des discussions techniques permettront de préciser les détails de cet appui.

Abordant le domaine de l’agriculture, le Ministres DUSSEY a rappelé les discussions menées par les deux parties au cours des travaux de leur commission mixte de coopération concernant le besoin d’appui du Togo dans le cadre de l’irrigation. Il a proposé que ce projet de coopération soit relancé et que les deux parties œuvrent activement à sa concrétisation. La partie iranienne a accueilli favorablement cette proposition et a invité la partie togolaise à lui soumettra des projets concrets dans ce sens. 

S’agissant du domaine des infrastructures, les deux ministres ont évoqué avec satisfaction la construction par l’Iran du bloc administratif de l’université de Kara en 2007 et se sont engagées à redynamiser leur coopération dans ce domaine.

Dans le domaine des investissements, le ministre DUSSEY a mis un accent particulier sur la promotion des investissements privés iraniens au Togo. A cet effet il a présenté la feuille de route gouvernementale 2020-2025 et les opportunités d’investissements et de partenariats qu’elle offre. Il a également fourni des informations utiles sur la Plateforme Industrielle d’Adéticopé qui est déjà opérationnelle et qui constitue également une opportunité d’investissement au Togo. A ce sujet, les deux parties se sont exhortées à appuyer leurs secteurs privés en vue de l’établissement de partenariats et de la mise sur pieds de projets conjoints. Des rencontres d’affaires et des échanges de visites seront organisées dans ce cadre. Des accords de coopération spécifiques seront également signés en vue de promouvoir le flux des investissements entre les deux pays.

Sur le plan international, constatant leur convergence de vues sur l’importance de la paix et de la sécurité pour le développement des pays, les deux parties se sont mutuellement félicitées pour l’engagement respectif du Togo et de l’Iran dans la recherche de réponses efficaces au terrorisme et à l’extrémisme violent dans leurs régions respectives. 

A cet égard, les deux ministres ont évoqué avec préoccupation, la persistance et l’expansion du terrorisme, de l’extrémisme violent et des actes de piraterie maritime en Afrique de l’Ouest et se sont engagés à conjuguer leurs efforts dans le cadre des initiatives de la CEDEAO et des Nations Unies pour endiguer ces fléaux. 

Enfin, sur le plan multilatéral, les deux parties entendent maintenir des consultations permanentes afin de coordonner leurs positions sur les questions d’intérêt commun et d’accorder des soutiens réciproques à leurs candidatures à des postes au sein des organisations internationales.

A la fin de la visite, S.E. Prof. Robert DUSSEY a invité S.E. Dr. Hossein AMIRABDOLLAHIAN à effectuer une visite au Togo afin d’approfondir davantage les échanges et de lancer les chantiers de la coopération évoqués à Téhéran. Le ministre iranien s’est dit très heureux de l’opportunité d’effectuer cette visite dont la date sera convenue par voie diplomatique.

Within the framework of the strengthening of the relations of friendship and cooperation which exist between the Togolese Republic and the Islamic Republic of Iran, and at the invitation of his Iranian counterpart, HE Dr. Hossein AMIRABDOLLAHIYAN, Minister of Foreign Affairs of Iran , HE Prof. Robert DUSSEY, Minister of Foreign Affairs, Regional Integration and Togolese Abroad paid a working visit to Tehran from January 23 to 26, 2022.

During this visit, which marks the will of the Heads of State HE Faure Essozimna GNASSINGBE, President of the Togolese Republic and HE Ebrahim RAÏSSI, President of the Islamic Republic of Iran, to deepen, further diversify and update their cooperation with a view to better adapting it to the real needs of their two countries, Prof. Robert DUSSEY was received in audience by the President of the Islamic Republic of Iran.

He also had a working session with his Iranian counterpart H.E. Dr. Hossein AMIRABDOLLAHIYAN. During the work marked by an atmosphere of cordiality and openness, the two parties addressed issues related to their cooperation in the fields of energy, health, mining, agriculture, infrastructure and investments, than in the international context.

In the field of health, the two parties are committed to exchanging their experiences within the framework of training programs and professional exchanges. They also intend to deepen discussions at the technical level with a view to establishing a partnership in the pharmaceutical field. On this subject, they mentioned the possibility of setting up Iranian pharmaceutical factories in Togo, within the framework of the Industrial Platform of Adéticopé.

Regarding the energy sector, Iran is committed to supporting Togo in the implementation of its electrification strategy which aims for a rate of electricity coverage of the entire national territory of 100% by 2050. Technical discussions will clarify the details of this support.

Turning to the field of agriculture, Minister DUSSEY recalled the discussions held by the two parties during the work of their joint cooperation commission concerning the need for support from Togo in the context of irrigation. He proposed that this cooperation project be revived and that the two parties actively work towards its realization. The Iranian side welcomed this proposal and invited the Togolese side to submit concrete projects in this direction.

With regard to the field of infrastructure, the two ministers spoke with satisfaction of Iran’s construction of the administrative block of the University of Kara in 2007 and pledged to revitalize their cooperation in this field.

In the field of investments, Minister DUSSEY placed particular emphasis on the promotion of Iranian private investments in Togo. To this end, he presented the 2020-2025 government roadmap and the investment and partnership opportunities it offers. He also provided useful information on the Adéticopé Industrial Platform which is already operational and which also constitutes an investment opportunity in Togo. In this regard, the two parties urged each other to support their private sectors with a view to establishing partnerships and setting up joint projects. Business meetings and exchange visits will be organized in this context. Specific cooperation agreements will also be signed to promote the flow of investments between the two countries.

At the international level, noting their convergence of views on the importance of peace and security for the development of countries, the two parties mutually congratulated each other on the respective commitment of Togo and Iran in the search for effective responses to terrorism and violent extremism in their respective regions.

In this regard, the two ministers spoke with concern about the persistence and expansion of terrorism, violent extremism and acts of maritime piracy in West Africa and undertook to combine their efforts within the framework of the initiatives of ECOWAS and the United Nations to curb these scourges.

Finally, at the multilateral level, the two parties intend to maintain permanent consultations in order to coordinate their positions on issues of common interest and to grant reciprocal support for their candidacies for positions within international organizations.

At the end of the visit, H.E. Prof. Robert DUSSEY invited H.E. Dr. Hossein AMIRABDOLLAHIAN to visit Togo in order to further deepen the exchanges and launch the cooperation projects mentioned in Tehran. The Iranian minister said he was very pleased with the opportunity to make this visit, the date of which will be agreed through diplomatic channels.
